Concedo Becomes a Member of OFFB

After 20 years as an active licence partner on the Norwegian Continental Shelf, Concedo has achieved operator status and been awarded its first operatorship. The Asker-based company has now joined OFFB.

Concedo will be doing this in collaboration with OFFB.

Concedo was awarded two licences when the APA 2025 awards were announced in January 2026. One is as a partner in PL 1288 S, where Equinor is the operator and the other partners are Vår Energi and Petoro.

The second is as operator of PL 1292, with Equinor and OMV as partners.

“We have also applied for operatorships in the current APA round and hope to receive additional awards. Should opportunities arise, we would also consider becoming operator in existing licences that are approaching a drilling decision,” says Eliassen.

A New and Ambitious Strategy

Although Concedo is new to the operator role, the company has extensive experience on the Norwegian Continental Shelf. Between 2007 and 2023, it participated in the drilling of 22 exploration wells, resulting in 11 discovery wells. The company’s strategy was to explore, discover and sell assets at a profit.

That changed in 2023.

Attica Exploration, with the Lundin family as its largest shareholder, acquired ownership and subsequently revised both the company’s strategy and investment plans. Since then, Concedo has acquired interests in producing fields and prepared itself to become an active operating company on the Norwegian Continental Shelf. Through its participation in the Kjøttkake and Dugong discoveries, Concedo is also involved in two field development projects.

Today, Concedo has 19 employees and three long-term consultants.

“Some of us have previous emergency response experience from operating companies, but certainly not all. Over the coming years, we will make good use of the time available to build our 3rd line emergency response organisation with support from OFFB, adapt our contingency plans, and become familiar with the 2nd line response organisation and all the support resources available through our membership,” says Eliassen.

Strong Belief in Collaboration

Eliassen believes it is a major advantage for Concedo that OFFB is an industry-owned organisation. This gives the company access to forums and networks where it can benefit from the experience of other operators involved in the emergency response collaboration.

Initially, the company has entered into a three-year membership agreement commencing on 1 January 2027. However, the collaboration is already under way.

“The first thing we are going to do is build a meeting room specifically designed for emergency response purposes, while also serving as an excellent general meeting room. It will probably be the finest meeting room we have once it is completed,” Eliassen says with a smile.

Ole Jacob Haug, Managing Director of OFFB, is highly pleased to welcome Concedo into the emergency response collaboration, joining AS Norske Shell, Aker BP, DNO, Gassco, Harbour Energy, OKEA, Seadrill, Vår Energi and Wellesley Petroleum.

“We are very much looking forward to working with Concedo, and especially pleased that this is their first operated well. This was one of the reasons OFFB was established in 2009. There is always room for new companies. The more organisations that cooperate on emergency preparedness and response, the stronger we become,” says Haug.

Seadrill becomes member of OFFB

Seadrill has entered into a membership agreement with OFFB for its operations on the Norwegian Continental Shelf. This is the first time OFFB has admitted a rig company. “A natural and desired development in the emergency response collaboration,” says Managing Director Ole Jacob Haug.
